In 2003, through the cooperation with Taiwan, on 28th May, Jiangyin Jiangnan Pipe Industry Equipment Co., Ltd. was established, mainly engaged in the research and development, production and sales of industrial metal pipe fittings, which is a take-off in the history of the development of Zhongnan Heavy Industries. Jiangnan Pipe focuses on scientific and technological innovation, highly pursues the integration of production, learning and research, and has set up the only provincial-level "High Pressure Pipe Fitting Engineering and Technology Research Centre" in the pipe fittings industry of Jiangsu Province.

In 2006, Jiangyin Jiangnan Pipeline Equipment Co., Ltd. expanded its product range from tees, elbows and other pipe fittings to flanges, and in 2007, the company expanded to include piping systems and pressure vessel products. We have obtained A2 class pressure vessel manufacturing licence, A class pressure piping components manufacturing licence, ISO9000 quality system certification, ISO14000 environmental management system certification, OHSAS occupational health and safety management system certification, TUV PED certification, and we are the only manufacturer who has obtained the approval of the world's top ten classification societies for pipe fittings, flanges, and pressure vessels at the same time. We are the only manufacturer whose pipe fittings, flanges and pressure vessels are recognised by the world's top ten classification societies.

On 12 December 2007, Jiangyin Jiangnan High Pressure Pipe Fittings Factory was restructured from a joint-stock cooperative enterprise to a limited liability company (held by a natural person) and renamed as Jiangyin Zhongnan Investment Co.

On 21 January 2008, Jiangyin Jiangnan Pipeline Equipment Co., Ltd. was transformed into a foreign-invested joint-stock company, and on 2 February 2008, Jiangnan Pipeline Equipment Co., Ltd. was transformed into Jiangyin Zhongnan Heavy Industries Co., Ltd. with 75% of the shares held by Jiangyin Zhongnan Investment Co. Starting from 2015, the main business of the group company shifted from traditional manufacturing to the operation of dual main business of manufacturing and culture and entertainment.On 11 February 2015, it officially changed Jiangyin Chemical Machinery and Equipment Factory, which was established on 16 October 1980, to Jiangyin Zhongnan Heavy Industries Co., Ltd. which is a wholly-owned subsidiary of the listed company in the manufacturing industry segment, and is specialised in the production of various types of materials, such as fittings, flanges, pipe systems, and other metal products It specialises in the production and sales of metal products such as pipe fittings, flanges and pipe systems of various materials, as well as various pressure vessels.

On 5 May 2016, the listed company Jiangyin Zhongnan Heavy Industries Co., Ltd. was changed to Zhongnan Hong Culture Group Co., Ltd. and the stock abbreviation was changed from "Zhongnan Heavy Industries" to "Zhongnan Culture".

On 20 September 2019, Jiangyin Zhongnan Heavy Industries Group Company Limited was reorganised in bankruptcy.On 25 December 2020, the Company's reorganisation plan was approved.

In 2021, with the successful completion of the company's bankruptcy and reorganisation, the lifting of the "double breach of trust" of legal person and enterprise, and the entry of the management team of Yangtze River bringing new management concepts and new management mode, the company ushered in a period of rapid development. After the reorganisation, the company has actively adjusted its business strategy, borrowed the background, capital and channels of state-owned enterprises while retaining the flexible and efficient marketing management mode of private enterprises, so as to steadily repair its corporate image and steadily restore its reputation in the market.

Under the premise of safeguarding domestic market share, the company persevered in developing foreign trade channels, tapped into the markets of Qatar Energy, Oman Petroleum, Samsung Construction, Italy Technimont, Dubai PETROGAS, Russia GSP-K and other large-scale foreign enterprises, which led to a substantial increase in foreign trade orders, and the foreign trade orders rose by 200% year-on-year.
